Chief Executive Officer

Carlos brings over 20 years of road industry experience paired with over 10 years as a senior organisational leader, working in partnership with both the public & private sectors.  He is a broadly experienced senior organisational engineering manager who has demonstrated the ability to lead diverse teams of professionals to new levels of success across public and private sectors. He is a recognised roads industry leader with strong technical and business qualifications and an impressive track record of hands-on experience in strategic planning, business unit development, project and product management while maintaining strong technical engineering skill and aptitude.

Tanja Conners

Executive Director Knowledge and Partnerships

Tanja is an experienced and skilled manager, coach, trainer and mentor with a strong background in the road sector and the wider civil construction world.

She has demonstrated success in the development of Learning Strategies, training Facilitation, Business Coaching, Change Management Coaching, Performance Management Coaching, Leadership and Management Facilitation and Coaching.

Amongst a wide range of qualifications, Tanja has completed a Graduate Diploma of Human Resources, a Graduate Certificate in Management from Charles Sturt University and a Graduate Certificate in Vocational Education and Training from Southern Cross University.

Anna D’Angelo

Executive Director Technology & Leadership

Anna recently joined AfPA as Executive Director Technology and Leadership after having
worked for 10 years in New Zealand for AfPA members and previously in Italy. She brings over
20 years’ experience in the development and use of bituminous materials, initially in Italy where
she facilitated the introduction of modified binders and bitumen emulsion to the market and in
New Zealand overseeing research projects, developing new generation emulsions and
coordinating the introduction of performance-based binder specifications.

She has a masters in civil engineering and Post Graduate Diploma in Business Studies.

Lise Sperling

Executive Director (New South Wales & Australian Capital Territory)

Lise ensures the delivery and communication of AfPA’s objectives and effectively represents the interests of all members, stakeholders and government agencies through promoting the sustainable use and growth of bitumen-based products in pavement infrastructure projects, rehabilitation and maintenance.

Having held various leadership and senior management roles across all levels of Government, private and not-for-profit sectors, Lise has led the design, administration, implementation and monitoring of many highly complex, contentious and sensitive policies, communications, programs, campaigns, initiatives and strategic projects in the building and construction sector across all State and Territories in Australia, as well as London, England.
As an experienced leader with a strong background in research, policy, project management and advocacy, Lise has an in-depth understanding to the machinery of Government and the operations of the private sector. With almost 20 years of professional experience and expertise, Lise has a sophisticated understanding of the current and emerging issues in the building and construction sector and an excellent understanding of the dynamic political landscape, policy and budgetary context. She is focused on effective stakeholder management and collaborative engagement to influence, add value, mitigate risk and deliver high quality results.

Robert Vos

Executive Director (Queensland and Northern Territory)

Robert has been in the roads sector in Australia and South Africa for 40 years with 14 years in a public road authority and the remainder in asphalt and bitumen industry associations.

His experience covers management of construction, research and technology development, road and bridge building, and training and skills development.

He has a Civil Engineering degree from the University of Cape Town and is a member of professional engineering institutions in South Africa and the UK.

Norbert Michel

Executive Director (Victoria and Tasmania)

Norbert Michel joins AfPA following a successful and diverse 17 year career with the Australian Road Research Board (ARRB).

Norbert is an energetic technical manager who has overseen the coordination and development of ARRB’s technical delivery disciplines, including quality management, workplace health and safety, project delivery, staff recruitment, business development and development of in-house tools and commercial and client-owned software solutions.

He is a senior people leader and project director in the field of pavement asset management with a proven and consistent track record of leading and mentoring teams to deliver complex projects within a broader program of work for State and Local Governments across Australia and overseas. Norbert brings a diverse background of effective personnel, member and stakeholder management to AfPA in the capacity of State Executive Officer for Victoria and Tasmania.

Peter Damen

Executive Director (Western Australia and South Australia)

Formerly the Chief Operating Officer of the Australian Road Research Board (ARRB) and a qualified civil engineer with over 25 years’ experience, Peter has:

  • led ARRB’s national operations and programs such as the National Road Safety Partnership;
  • been a Board member of national research centres, such as the National Asset Centre of Excellence (NACOE) and the Western Australian Road Research and Innovation Program (WARRIP);
  • been the driving force and Chair of the National Pavement Harmonisation and Risk Management Forum that comprised the Chief Engineers of our state road authority members.
  • contributed nationally through developing several technical guidelines used regularly by the Australian roads industry;
  • chaired or participated in numerous industry associations, state advisory committees, accreditation panels, and learned societies and amongst other roles is currently the Chairman of the Board of Directors of Innovate Australia.
  • been instrumental in establishing the Australian Driverless Vehicle Initiative (ADVI). ADVI addresses our future transport challenge, incorporating emerging automated vehicle and transport technologies. Peter was the inaugural Chair of the ADVI Executive Steering Committee.
